OverDrive was sold in 2020 to an investment company, but I wouldn't be surprised if there was a non-compete clause in the terms of sale preventing an agreement between OverDrive and Amazon Canada. Also, the more Kindles there are in Canada, the more people will buy from Amazon, rather than Chapters/Indigo. made the OverDrive system more appealing in that country, since Kindle is the market leader in the U.S., but Kobo is estimated to have nearly half the Canadian market and it wouldn't make sense for the company that owned Kobo to make the Kindle more desirable for Canadians.
The distribution deal with Amazon for the U.S. OverDrive App will be discontinued April 2023. However, Libby was designed to make finding, borrowing, and enjoying free ebooks, audiobooks, and magazines easier than ever. Both apps let you borrow the same free digital content from PPLD. In 2015, Rakuten also purchase OverDrive (who now makes Libby) and OverDrive manages most e-book lending for libraries in the U.S. Libby is built by OverDrive, who also developed the classic OverDrive app. The Kobo company was purchased by Rakuten (a/k/a "the Amazon of Japan" by some) in 2012. That division was later spun off into a separate company. The Kobo was developed in Toronto by a division of Indigo Books and Music. I little bit of history will help explain this.
